When setting up a think-tank for innovation you must be careful with your selection of members. It is often the case that for the sake of credibility 'experts' from the field are drawn together. But those already working in the field often bring a more open approach which can be far more innovative.

At the same time, the first stage of the process is concerned with identifying people who have general high intelligence rather than specific subject knowledge. The near disaster at Three Mile Island that gave rise to the feature film 'The China Syndrome' provides a salutary lesson of what can happen when experts look at an issue. Following logical thinking and clear procedures they almost created a melt-down. It took a fresh perspective to ask a basic question that an O-level physics student would have asked that eventually averted disaster!
